For years, GDPR was the regulation that dominated the compliance agenda. Privacy teams built processes, appointed DPOs, drafted processing records, and conducted DPIAs. But in 2026, GDPR is just one piece of a growing regulatory matrix. The NIS2 Directive requires cybersecurity risk management. The EU AI Act demands AI system inventories and risk classification. The Digital Services Act and Digital Markets Act impose transparency and fairness obligations on digital platforms. Each regulation has its own scope, definitions, deadlines, and enforcement authority.

The result is a compliance landscape that no single team can own. And yet, according to the IAPP Organizational Digital Governance Report 2024, most organizations still try to manage these obligations in isolation — with separate teams, separate tools, and separate reporting lines. The report calls this the "analog" maturity level, and it describes the majority of organizations surveyed.

The analog governance problem

The IAPP report surveyed privacy professionals across industries and found that most organizations operate with siloed governance structures. The privacy team manages GDPR. The information security team handles NIS2 and incident response. AI governance — if it exists at all — is scattered across IT, legal, and individual business units that adopted AI tools without central oversight.

This siloed approach creates three problems.

First, it produces blind spots. A data service that processes personal data (GDPR scope) may also be a critical infrastructure component (NIS2 scope) and use AI-powered analytics (AI Act scope). If three separate teams assess this service independently, each sees only their own slice. No one sees the full risk picture.

Second, it creates duplication. Data mapping for GDPR, asset inventories for NIS2, and AI system registries for the AI Act often capture overlapping information about the same services. Without coordination, organizations maintain three parallel inventories that describe the same reality from different angles.

Third, it slows response. When a security incident occurs, the NIS2 team handles the technical response, the privacy team assesses whether it constitutes a personal data breach under GDPR, and someone must check whether AI systems were affected. In an analog governance model, these assessments happen sequentially, with information passing between teams through emails and meetings. In a fast-moving incident, this delay is dangerous.

From analog to aligned

The IAPP report describes three maturity levels for digital governance:

Analog. Governance functions operate independently. Each team has its own tools, its own risk register, and its own reporting line. Coordination happens ad hoc, usually triggered by incidents or audits. This is where most organizations are today.

Augmented. Teams begin to share data and coordinate on overlapping obligations. A common data inventory serves both GDPR and NIS2 purposes. Privacy and security teams hold joint risk reviews. AI governance responsibilities are assigned, even if the function is still embedded within existing teams. The IAPP survey found that 69% of Chief Privacy Officers now carry AI governance responsibilities — a clear sign that augmented governance is becoming the norm at the leadership level, even when operational processes lag behind.

Aligned. Governance is integrated by design. A single data and service inventory feeds privacy, security, and AI compliance workflows. Risk assessments consider all applicable regulations simultaneously. Reporting to leadership presents a unified view of regulatory exposure, not three separate dashboards. Few organizations have reached this level, but it is the direction of travel.

Why 2026 is the inflection point

Several regulatory deadlines converge in 2025-2026, making integrated governance a practical necessity rather than an aspirational goal.

NIS2 transposition deadlines passed in October 2024, and national enforcement is ramping up across EU member states. Organizations in scope must demonstrate cybersecurity risk management, incident reporting, and supply chain security — obligations that overlap significantly with GDPR's security requirements under Article 32.

The EU AI Act's first obligations (prohibited AI practices) applied from February 2025, with deployer obligations following in August 2025 and August 2026. Organizations must inventory their AI systems, classify them by risk level, ensure human oversight, and document their use — information that connects directly to existing data service inventories and DPIA processes.

These are not future requirements. They are current obligations with enforcement consequences.

What integrated governance looks like in practice

Moving from analog to aligned governance does not require a massive organizational restructuring. It starts with three practical steps.

Step 1: Unified data and service inventory. Instead of maintaining separate registers for privacy, security, and AI, build one inventory of data services. For each service, document what data it processes (GDPR), its security posture and criticality (NIS2), and whether it uses or constitutes an AI system (AI Act). This single source of truth eliminates duplication and reveals cross-regulatory dependencies.

Step 2: Layered risk assessment. Once your inventory captures multi-regulatory attributes, your risk assessments can consider all dimensions simultaneously. A service processing special category data, lacking multi-factor authentication, and using an AI model for automated decisions is not just a privacy risk or a security risk — it is a compound risk that demands coordinated mitigation.

Step 3: Shared reporting and review. Use a single risk register that flags obligations across regulations. When leadership asks "where are we exposed?", the answer should not require assembling three separate reports. Access reviews, DPIA tracking, backup compliance, and AI system classification should feed into one view.

EU legislators designed them to work together, with shared concepts like risk-based approaches, accountability principles, and documentation requirements.

The question is not whether to integrate your governance. It is whether you do it proactively, on your own terms, or reactively, under pressure from auditors, regulators, or incidents.

The IAPP report makes the direction clear. The organizations that thrive in the multi-regulation era will be those that moved from analog to aligned — and they started by mapping what they have.
